On July 22, an international seminar themed by "Global Financial Architecture (GFA) Reform—Short-term Measures & Long-term Goals" was held in Chengdu. This seminar was jointly hosted by Southwestern University of Finance and Economics (SWUFE), Shanghai Development Research Foundation and Reinventing Bretton Woods Committee, and jointly organized by ICFS, Collaborative of Innovation Center of Financial Security (CICFS) and Institute of Development Studies, SWUFE. Under the background of "G20 Finance Ministers and Central Bank Governors Meeting, Chengdu", the seminar is to discuss the problems and countermeasures in the global financial architecture. Guests attending included ZHANG Tao, vice president of the People's Bank of China; Siddharth Tiwari, director of the IMF's Strategy, Policy and Review Department; Marc Uzan, chairman of the Reinventing Bretton Woods Committee; Christian Ghymer, vice chairman of the Triffin Foundation; former Finance Minister of Thailand, as well as famous experts and scholars from Research Bureau of the People's Bank of China, Shanghai Development Research Foundation, Hong Kong Institute of Finance, CICC, Standard Chartered Bank, UBS, Citibank, University of Southern California, Tokyo University of Japan, Central University of Finance and Economics and SWUFE.
YIN Qingshuang, vice president of SWUFE, delivered a speech at the opening ceremony of the seminar on behalf of the organizer. He introduced SWUFE's characteristics on school running and the latest academic achievements, and pointed out that after the outbreak of the financial crisis, an important consensus of all sectors of society, especially the academic community, on the deep-seated causes of the financial crisis is the defects of global financial governance. As the chair of the G20 summit this year, China has the opportunity and responsibility to think about and promote the reform of global financial governance through contributing to China's wisdom and voice.
Focusing on four themes naming "Global Economic Integration Under Pressure—Negative Interest Rate and Brexit", "Shortage of Safe Assets and Its Significance to the Global Financial Architecture", "Transform Current System into a Diversified Monetary Reserve System" and "SDR: Fantasy or Tool to Achieve a Resilient Global Financial Architecture?", experts and scholars made excellent keynote speeches and had a heated discussion. Among them, ZHANG Tao, vice president of the People's Bank of China and IMF vice president designate, made an important speech around the theme of the G20 summit. Prof. LIU Xiliang, honorary director of ICFS, Prof. WANG Qing, director of ICFS, and WANG Yurong, assistant to the president of Institute of Development Studies, delivered speeches respectively on China's current economic situation, negative interest rate policy, and global governance rules.
This international seminar was held one day before the "G20 Finance Ministers and Central Bank Governors Meeting in Chengdu". It is a roadshow and in-depth interpretation of the theme of the G20 summit in advance. Meanwhile, it is also an encouraging attempt for SWUFE to closely connect with the financial practitioners and issue the "Voice of SWUFE" around major financial issues.
