Prof. LIU Xiliang and PENG Keqiang of ICFS Won the Bid for the 2020 Major Bidding Project of National Social Science Fund

On November 19, the National Office of Philosophy and Social Sciences released the 2020 National Social Science Fund major project list. Prof. LIU Xiliang and PENG Keqiang of ICFS won two major bidding projects respectively.

The project Research on China's Local Government Debt and Financial Stability by Prof. LIU Xiliang as the chief expert was approved. Guided by the "dual cycle" development strategy proposed by the central government and under the policy framework of ultra-conventional fiscal and monetary policies, the project researches " How to enhance the role of China's local government debt in driving economic development in using financial stability as a prerequisite, ", which is of great reality l significance. The major bidding project of the National Social Science Fund was approved by the National Philosophy and Social Science Planning Leading Group in 2004. It is currently a project of the highest level and most funded in the field of philosophy and social sciences in China.

The major project "Study on the Strategy and Implementation Path of Rural Revitalization and Collaborative Innovation and Characteristic Development of Small Towns" in which Prof. PENG Keqiang served as the chief expert was approved. This project demonstrates the severe reality that since the reform and opening up, the decline of rural areas, slow revitalization of small towns in counties, and dispersal of hundreds of millions of rural migrants led to widening gaps between urban and rural areas, and became the main reasons of China’s unbalanced and inadequate development now. Under the consideration of China's national and agricultural situation of "more people and less land" which lasting more than 2,000 years, The project advocates that the state should implement protective urban-rural integration development strategies and policies at the county-level as basic strategic support to effectively dovetail with the new development pattern recently proposed by the central government: taking the domestic grand cycle as the main body and continue the mutual promotion of it and international cycles. At the same time, the project also puts forward the policy thinking of promoting rural revitalization and collaborative innovation and characteristic development of small towns by taking the cultivation and development of a new type of rural collective economy as an organizational carrier and the collaboration of fiscal and financial policy coordination as a strategic starting point.

Four projects of SWUFE won the bid for major bidding projects of the National Social Science Fund. One of the four is the second major national social science fund project won by Prof. LIU Xiliang as the chief expert. His first projectPreventing Systemic and Regional Financial Risks(13&ZD030) was successfully done. Prior to this, Prof. PENG Keqiang also received funding for two key projects from the National Social Science Fund, one of which has been completed with a "good" level and the other is under research.
